Community Services

Community Services oversees municipal services that are related to livability within the community, outside of public works. These services include Development Services; Recreation; Parks and Facilities; Arts, Culture and Heritage; and Emergency Management.

Development Services provides guidance and services to achieve goals toward sustainable growth set out in the Official Community Plan (OCP). These services include community planning; short and long-term planning, subdivision approval; rezoning and development permit application processing; building permits and inspections; management of the City’s Cross Connection Control program; licensing for business and dogs; bylaw enforcement; business readiness initiatives, and Council Advisory Committee support.

Recreation Services encourages healthy living by creating opportunities for participation in sports and recreation, seasonal programs and City events for residents of all ages. The division provides programming, services, and operates City facilities, including sports fields and ice rentals.

Parks and Facilities contributes to community livability by overseeing and maintaining all City parks, trails and facilities. They also manage park planning and development or redevelopment, long-term building planning and replacement planning and provide support to the Community Garden.

Arts, Culture & Heritage creates and supports community arts, culture and heritage projects, community special events and programs. This includes creating and implementing an Arts, Culture and Heritage Master Plan, providing leadership, engagement and education in the arts and managing and maintaining the community arts inventory, as well as overseeing City signature events; providing support to community initiated events and festivals; managing the City’s volunteer program; supporting neighbourhood development; and overseeing the filming permit program.

Emergency Management coordinates the City’s training and resources for emergency preparedness and provides education on emergency preparedness planning. This role also trains, supplies, and oversees the staffing for the City’s emergency operations centre to prepare for activation when needed.
